5. Existing Description: Contract for Independent Mental Capacity Advocacy (IMCA) and DOLS Paid Representative Service. The London Boroughs of Barnet, Enfield and Haringey are inviting expressions of interest from suitably qualified and experienced organisations to express interest in being considered for participating in a tender process to provide an Independent Mental Capacity Advocacy (IMCA) and DOLS Paid Representative Services. This advertisement is placed under the open procedure and will also be placed in the Guardian under the open procedures. The service will cater for people aged 16 and over; covering the following groups of services users: People with Learning Disabilities, Mental Health needs, Acquired Brain Injury, Physical and/or, Sensory Impairment, Dementia and related conditions The service users reflect the diverse background of the residents of the London Boroughs of Barnet, Enfield and Haringey and bidders will be required to demonstrate evidence of meeting diverse needs The successful bidders will also need to evidence a proven track record of experience of providing advocacy and/or representation for individuals who lack capacity under the Mental Capacity Act 2005 (min. 2 years experience) The service will commence on 1st October 2010 for a period of 3 years with a possibility of extension for a further one year subject to a satisfactory service review and continued demand for the service. Applications will only be considered from organisations that can demonstrate relevant experience in providing new specialist IMCA service to people identified as coming under the remit of the Mental Capacity Act 2005 and meet specific criteria as outlined in the Invitation to Tender. The closing date for expressions of interest is noon 25th June 2010. The completed Tender Pack and all requested documentation should be sealed and sent in the Official Return Envelope and returned to: Corporate Procurement Team, Building 4 Reception, London Borough of Barnet, North London Business Park, Oakleigh Road South, London N11 1NP No later than noon on the 5th July 2010. Applicants are advised that references will be taken up in writing from referees. It is the applicant's responsibility to ensure that their referees respond within the stated time scale. 9. Description of Amendment / Addition: The exercise is conducted as a Part B Service using the Open Procedure. All expressions of interest should be sent to the contact name in section 4 in the description. Once expressions of interest have been received a full tender pack will be sent. All expressions of interest need to be received by 12noon 25 June 2010. Submissions of the tender pack need to be sealed and placed in the Official Envelope and sent to the Corporate Procurement Team, Building 4 Reception, North London Business Park, Oakleigh Road South, London N11 1NP by 12noon 5 July 2010.
