II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES: The London Borough of Barnet is seeking a private sector partner, or partners to invest in a Local Education Partnership (LEP) for the delivery of its Building Schools for the Future Programme. Depending on the outcome of ongoing discussions, it is possible that Barnet may enter in to a joint LEP with one or more local Councils. The London Borough of Barnet's first wave of BSF involves works to six schools including a Pupil Referral Unit and a Special School. There is to be a combination of new build, refurbishment and re modelling. The indicative value of the project is in the region of 85m GBP including approx 10m GBP for ICT. A joint LEP could be worth approximately 160m GBP. The works and ongoing services at one school are expected be financed by a PFI arrangement. It is proposed that the following services will be provided by the LEP:
(a) PFI provider for the operation of possible new build schools;
(b)Facilities Management; the current preferred option is for Hard FM and most or all BSF standard soft FM services to be provided for PFI schools. The Council is also exploring delivery on the same basis for sport and extended schools.
(c) Hard FM for non-PFI schools with options for schools and building managers to purchase soft FM services, subject to affordability and agreement with non-PFI schools;
(d) Design and Build contractors for the remaining schools;
(e) Design team for all schools;
(f) ICT managed service for all schools;
(g) Future waves of BSF on the same basis as outlined above.
