II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES: Provide a general advice and specialist legal advice service to those who live and work in the London Borough of Barnet; provide telephone advice and training to other advice providers in the Borough; conduct an assessment of need in relation to advice services in the Borough. Objectives of the contract include: provide advice services which are free, independent, impartial, confidential and easily accessible; support people in being independent by enabling them to deal with their civil legal, financial and other problems, primarily by informing them of their legal rights and responsibilities; prevent the need for statutory provision where positive outcomes can be achieved by and for clients. The Contractor will be expected to pro-actively tailor services to the needs of Barnet's diverse communities, providing a customer-driven service; be able to assist vulnerable people and people with special needs; and provide an effective and efficient interface with other local advice services. The Council will seek partners who can achieve maximum value for money and efficiencies over time and who can demonstrate a strong ethos of working closely with public sector partners. The duration of the contract would be for three years, that is financial years 2011/12 - 2013/14, with a Council option to extend for one year.Legal advisory and information services.Services furnished by specialist organisations.Other community, social and personal services.

II.7) ADDITIONAL INFORMATION: This contract will not include housing advice which will be tendered separately. Experience of providing similar services to a high standard is essential. Contractors may sub-contract elements of the contract, e.g. specialist legal work, but all sub-contractors will be subject to the same evaluation as the contractor. There are no premises provided as part of the contract, though the Council can assist by checking available Council property to let once the contract is awarded.
